Disagree. Terminators have a wide variety of types and loadouts. Assault terminators and standard terminators, in the standard tree we have four heavy weapon loadouts for one squad member. There is an entirely separate loadout for sergeant. Various ranged weapons, and a sword. All standard terminators can opt for fists or chainfists.

This is pretty weird considering that Terminator armour can be made for Marines who are almost the size of Primarchs, like Tyberos. One a small scale, it can be done. But it takes a stupidly long time to make anything in 40k.
