Jun 8, 2020 / Kawasaki FH601V surging / loping at high rpm. #1. I bought a well cared for JD 717a mini z Trak 48" mower last year. It's old but it is in fantastic shape. The motor is a 19hp Kawasaki FH601V It idles fantastic, and starts like a dream, but at full throttle and especially under load it lopes and seems to struggle to maintain .... The mower is running good under load because it is drawing fuel from the high speed jet in the carb, but once you remove the load and try to run at idle, the small blockage in the idle circuit is not allowing enough fuel past, and it surges.Still not much difference in RPMs between low and fast throttle settings, but if you manually lift the throttle shaft lever, it will increase the engine speed. This happens on cold start about 25% of the time. When it does, if I pull the choke all the way out for a second and then push it all the way back in, it usually clears up, but not always.
