Short answer: no, except Posidon boots, but even then the upgrade is negligible at 1% damage and 2% resist increases, though the added pip chance, accuracy, and pierce is nice along with more health. Tartarus at level 90 is a fun pre-lude before the level 100 dungeon, which I always do, but it isn't 100% necessary.
